The Chairman asked if anyone present wished to be <br />heard. <br />John Reynolds of 4711 Pebble Bay Circle stated that he <br />personally felt the Board has come up with a pretty <br />reasonable solution, but he also felt that Administrator <br />Nelson's letter of March 2nd points up the fact that part of <br />the original investment for the wastewater system was - <br />included in the initial cost of the lots sold to residents <br />of Pebble Bay Estates Subdivision while no costs were <br />allocated to the lands which now consist of Vera Cruz, Sea <br />Watch and Pebble Beach Villas Condominiums. Mr. Reynolds <br />noted that this demonstrates that the people in Pebble Bay <br />Estates proper are picking up some of the tab that should be <br />allocated to others. <br />Commissioner Lyons explained that the proposed <br />assessment really has nothing to do with what happened in <br />the past, but is looking at the situation facing us today. <br />It is the amount required to bring the system up to <br />standards, to overcome the objections of the DER, and allow <br />connection to Vero Beach. <br />Chairman Scurlock felt that the developer did receive <br />some compensation for. the system from the unit cost of the <br />original units, and Mr. Reynolds stated that was his point - <br />they were picking up more than their share. <br />Commissioner Wodtke noted that this has been one of the <br />biggest sewer problems in the county for years, and it is <br />possible Mr. Reynolds may be more right than wrong. He <br />emphasized that what we are accomplishing, however, it the <br />ability to transmit this waste to the City of Vero Beach and <br />to eliminate what may have been a greater cost to all those <br />in Pebble Bay if we had to enlarge that plant or do whatever <br />was necessary to meet EPA standards. <br />Commissioner <br />Lyons expressed <br />sympathy, <br />but <br />noted <br />there <br />are only so many <br />ways we can go. <br />He felt <br />the <br />County <br />has <br />MAR 17 19 2 49 .�� r 2 a <br />92 <br />
