+ APR 141982 49 <br />. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Fletcher, to appoint Ernest Pena -Roque to the <br />Finance Advisory Committee. <br />Discussion followed, and it was noted that Mr. <br />Pena -Roque is employed by the School Board and would be <br />handy for meetings during the day. Chairman Scurlock was of <br />the opinion that this was not necessarily so. <br />The Chairman called for the question. It was voted on <br />and defeated 2 to 3 with Commissioners Wodtke, Bird, and <br />Chairman Scurlock voting in opposition. <br />Motion was made by Commissioner Wodtke, seconded by <br />Commissioner Lyons, to appoint Bill Lewis to the Finance <br />Advisory Committee. <br />Commissioner Fletcher noted that Mr. Lewis is a Loan <br />Officer for the Beach Bank and he had a problem with that. <br />Discussion ensued as to the fact that over the years <br />various Commissioners' connections with local banks have <br />caused a conflict of interest, and have been a deterrent to <br />our doing business with those banks. <br />Commissioner Lyons stated that he would withdraw his <br />second, and the Motion died for lack of a second. <br />Commissioner Bird stated that he would like to see the <br />Board gb ahead and have the Finance Advisory Committee <br />function with the three present appointees but keep the <br />applications open, and it was- agreed to proceed in this <br />manner. <br />DISCUSSION RE LETTER RECEIVED FROM CIRCUIT JUDGE SMITH RE <br />COURTHOUSE PROBLEMS <br />The Board reviewed the following letter from Judge <br />Charles Smith: <br />26 <br />
