APR 211982 <br />T <br />49428 <br />The Entity must provide for review and approval by the FmHA, before construc- <br />tion begins, a positive program to encourage connections by all users as soon <br />as the service is available. This program shall include: <br />1. An aggressive information program to be carried out during the <br />construction period. <br />1 <br />2. Positive steps to assure that commercial installation services will <br />be available to users. <br />i <br />3. Aggressive action to see that all signed users can finance their <br />connections. <br />Prior to the completion of construction or loan closing, whichever occurs <br />first, the Entity will execute Form FmHA 442-47, "Loan Resolution (Public <br />Bodies)." <br />FmHA will reimburse the Entity for the purchase of the Ixora Utility System <br />and the Treasure Coast System in the amounts as determined by a qualified <br />independent third party appraiser, found to be acceptable to the Government. <br />If the Entity decides to accept FmHA services subject to the above conditions, <br />FmHA will proceed to take the necessary steps to process the loan. <br />Sincerely, i <br />CHARLIE B. HUDNEL <br />District Director <br />Mr. Brown explained the various items in the letter and <br />pointed out that there were only six or seven items that <br />differ from any that they have dealt with in the past. <br />Commissioner Fletcher inquired about the rate of <br />interest. <br />Mr. Brown advised that it was 5% and explained that <br />these monies were obligated in 1973. He then referred to <br />the repayment schedule and the number of users paragraphs. <br />Commissioner Bird inquired about the 5,100 customers. <br />Mr. Barton explained that this was the entire South <br />County system. <br />Attorney Brandenburg commented that they would like to <br />use some of this money for the purchase of the Ixora Utility <br />and the Treasure Coast Utility, as the letter talks in terms <br />of beginning construction and the County is, in fact, going <br />to purchase two systems that currently exist. <br />
