Greene REFERENCES: <br />Assistant County Administrator <br />DESCRIPTION AND CONDITIONS: <br />On February 25, 1982 in the regular meeting of the Planning <br />and Zoning Commission, the Wilmoth's site plan for a retail <br />sales facility was unanimously denied. The decision was <br />appealed and a public..hearing was scheduled for April 21, 1982.. <br />The applicants' request is for a 3,846 sq. ft. retail sales <br />facility located on the west side of 27th Avenue, approximately <br />130 feet south of 7th Street, S -.W. The application was sub- -' <br />mitted prior to the adoption of the Land Use Element of the <br />Comprehensive Plan and thus, is a transition petition. Trans- <br />ition petitions may be approved if adjudged compatible with <br />either the 1975 or 1982 Comprehensive Plans. The 1975 Plan <br />designates the site as Low Density 0-4 units/acre and the 1982 <br />Plan designates the property as LD -1 (up to 3 units/acre). - <br />ANAT.VRTG <br />The request for a commercial facility is not compatible with <br />the 1975 or 1982 Plans. Requirements of all -other applicable <br />- County ordinances have been met. <br />STAFF POSITION: <br />1. Nodal rather than strip commercial development patterns <br />shall be established according to the Comprehensive Plan. <br />2. While .several general commercial establishments are located <br />north of the subject property, single family homes also <br />front 27th Avenue north and south of the site. Further <br />strip commercial zoning will act as a disincentive to low <br />density residential development. <br />3. The application is not compatible with the 1975 or 1982 <br />Plans which designate the property as Low"Density residential. <br />STAFF POSTTTON• <br />FA <br />4.
