C. Bi -Annual Report to Bondholders <br />Every two years, commencing in 1982, the ENGINEER shall prepare a report <br />for the OWNER which evaluates the operations and management of the Indian River <br />County Sanitary Landfill and convenience collection station system as required by the <br />Official Statement for Solid Waste Disposal System Revenue Bonds Series 1977, sold by <br />Indian River County to finance construction of these facilities. The report shall be <br />completed on or before May 1 of each year due and shall address the following topics in <br />accordance with the requirements of the Official Statement: <br />1. the management of the properties <br />2. the sufficiency of the rates and charges for services to pay operating <br />costs and debt service requirements <br />3. the proper maintenance of the properties of the facilities <br />4. the necessity for capital improvements and recommendations therefore. <br />The specific content and lump sum fee for this report shall be developed and <br />mutually agreed upon by Specific Services Addendum by the -ENGINEER and the OWNER <br />on or before January 15 of each year the report is due. <br />D. Semi -Annual and Annual Testing and Analysis <br />On or. before June 15 and January 15 of each year, the ENGINEER shall conduct <br />water quality sampling and analysis of test wells and surface water bodies located at the <br />OWNER'S sanitary landfill site. On or before January 15 of each year, the ENGINEER <br />shall conduct water quality sampling and analysis of designated monitoring wells for the <br />OWNER'S abandoned dump sites -at Oshin, Roseland and Gifford. At least thirty days prior <br />to the sampling date for each site, the ENGINEER shall contact DER to determine the <br />specific sampling and analysis requirements for the site and shall submit a Specific <br />Services Addendum to the OWNER which enumerates the specific testing requirements <br />and estimated costs.
