MEMBERS OF THE BOARD; APPOINTMENT; REPLACEMENT <br />took 49/ i r <br />The Board shall consist of seven members; five of whom <br />shall be appointed one each from the five County Commission <br />Districts, by the respective District Commissioner; one member <br />appointed by the governing body of the Indian River County Library <br />Association, Inc.; and one member appointed by the governing body <br />of the Sebastian River Library Association, Inc. Each member <br />shall have an equal vote on.all advisory board matters requiring a <br />vote. <br />Each member shall serve at the pleasure of the <br />appointing Commissioner, or the respective library association <br />governing body, as the case may be, for a term to be defined by <br />the appointing authority, which term shall not exceed four years. <br />This provision shall not be construed to prohibit any member -from <br />being reappointed to successive four year terms. <br />Vacancies occurring on the board during any defined term <br />shall be filled for the remainder of the term by appointment of a <br />replacement made by the original appointing authority. <br />III. OBJECTIVES AND DUTIES <br />The library advisory board shall meet from time to time, <br />no less than once every sixty (60) days, or as specifically <br />requested by the Board of County Commissioners, to pursue the <br />following objectives and duties: <br />A. Formulate and recommend to the Board of County <br />Commissioners proposed terms of an agreement to be entered into <br />between the County and all participating libraries, which agree- <br />ment shall serve as a charter or governing document for the <br />organizational development, funding, and administration of a <br />county -wide library unit. Among other things, said agreement <br />should specifically provide for and describe standards of perfor- <br />mance to be met by participating libraries as a prerequisite to <br />the receipt of public dollar appropriations. <br />B. Review at least annually the operating budgets of all <br />participating libraries, based upon any performance standards <br />established by the agreement referred to in Paragraph A above, in <br />-2- <br />
