STAFF POSITION: <br />1. The proposed rezoning does not exceed maximum densities <br />established by the Comprehensive Plan. <br />2. The rezoning request is compatible with development <br />policies and objectives stated in the Comprehensive <br />Plan, including: <br />a) Proposals for residential development shall <br />compliment existing residential patterns and <br />provide adequate neighborhood facilities." <br />Multi -Family Use is a -part of the overall <br />mixture of complimenting land uses General <br />Development Corporation is proposing for the <br />Vero Highlands area. A recreation complex <br />which will soon be opened is located immedi- <br />ately west of the site. Water and sewer <br />services are presently available to the area <br />through General Development Corporation's <br />facilities. <br />b) Low Density (LD) residential districts are <br />provided to achieve a development which includes <br />large amounts of open space and related facil- <br />ities and also achieves a low overall residen- <br />tial density: In the R-1 zoning district a <br />principal structure and its accessory structures <br />may cover 30 percent of a lot. In the R -2D <br />zoning district only 25 percent of the lot may <br />be covered. Furthermore, landscaping require- <br />ments apply to multi -family developments where <br />single family homes are exempt- from the land- <br />scaping ordinance. <br />c) The LD -2 district is designed to provide for resi- <br />dential densities of a suburban nature not exceed- <br />ing six (6) units/acre in single or cluster resi- <br />dences which may include multi -family residences. <br />d) A Land Use Objective stated iriā¢the Comprehensive <br />Plan is "urban development shall be encouraged to <br />fill in available land closest to service areas of <br />the County so as to avoid "spot development". <br />Rapid residential development is occurring in the <br />vicinity of the subject property and this growth <br />is expected to continue. Commerclial and industrial <br />facilities are also located nearby. <br />RECOMMENDATION: <br />Staff recommends approval of the request to rezone the 43.18 <br />acres from R-1, Single Family Residential (6.2 units/acre) <br />to R -2D, Multi -Family Residential (6: units/acre). <br />Ted Maureau, General Manager of Vero Beach Highlands <br />and Generdl Development Corporation, informed the Board that <br />they wish to continue the development of Vero Beach <br />Highlands consistent with the plan filed in 1979. He noted <br />that the proposed development also is consistent with the <br />elements and density levels developed under formation of the <br />MAY 19 .1982,1Fav <br />-19-%E77, <br />113 <br />
