Greene REFERENCES: <br />Assistant County Administrator <br />DESCRIPTION AND CONDITIONS: <br />At the September 30, 1981, County Commission meeting, the <br />Board authorized a Joint Participation Agreement with <br />Florida Department of Transpor-Cation (FDOT) to provide <br />Transportation for the Disadvantaged under the provisions <br />of Chapter 427. At that meeting, Kimley--Horn and Associates, <br />Inc. was retained to develop that study. Kimley-Horn and <br />Associates, Inc. has sent the attached draft of the preliminary <br />section of the study. It includes: <br />1. An inventory of existing services. <br />2. An analysis of those services. <br />3. A group of alternative actions. <br />Chapter 41-1 (Appendix A) of the Florida Statutes requires <br />each County to designate a Coordinated Community Transporta- <br />tion Provider to serve the transportation needs of the trans- <br />portation disadvantaged and to reduce the fragmentation and <br />duplication among all State -funded and Federally -funded <br />programs that provide services to transportation disadvantaged <br />individuals. Rule 41 clarifies this requirement by adding <br />that the Provider, in addition to setting policy and providng <br />coordination, may also act as a dispatcher, broker, operator <br />or in a combination of those functions. The Provider may <br />also enter into a contract with public or private entities <br />to provide these services. Rule 41 further states that the <br />Local Planning Organization (Indian River County) has to <br />prepare a Coordinated Transportation Development Plan for <br />the County and designate the Coordinated Community Transporta- <br />tion Provider (Provider). <br />ALTERNATIVES AND ANALYSIS: <br />The Preliminary Inventory, Analysis and Alternatives indicates <br />that existing agency transportation services meet the basic <br />needs of those served, however,.there•are additional.'persons <br />who need transportation services. As 'the County continues to <br />grow the demand for those services will expand. <br />The preliminary findings of the study present three organiza- <br />tional alternatives and two service alternatives (pages 17-21). <br />The organizational alternatives for Indian River County are: <br />(1) County staff (or department) designated as Coordinated <br />Community Transportation Provider. <br />(2) Private, non-profit agency or public human service <br />agency designated as Coordinated Community Transporta- <br />tionProvider. <br />
