4 <br />Commissioner Wodtke did not feel the Board can commit <br />funds 3 or 4 years down the road. He recommended continuing <br />the plan based on the services now being provided, and if <br />there should be additional funds available in the third <br />year, any expansion could be considered during the yearly <br />budget sessions. Commissioner Wodtke also had a problem <br />believing we need to provide transportation for 38% of the <br />county residents. He wished to know if the county were to <br />be the Provider, whether it would receive all the funds and <br />all the vehicles. <br />Miss Cochran stated that while the County could be the <br />coordinator, the funding would stay with the agencies. <br />Discussion continued about the $30,000 estimated as the <br />cost to start up this program, and Commissioner Bird asked <br />if we are mandated to spend those funds immediately. <br />Miss Cochran stated that the County is not mandated to <br />perform this coordination, but they could elect to have an <br />existing staff person take over these duties and absorb this <br />into the existing county structure. If it were necessary to <br />hire someone else, it would be an additional cost. Miss <br />Cochran noted that there is no way for the County to recoup <br />the initial cost while an agency might be able to. <br />Commissioner Bird inquired whether we would have to <br />subsidize for a year or so any agency that we named <br />Provider, and Miss Cochran believed that the agency probably <br />would be able to handle it with existing staff and that <br />would not be necessary. <br />Motion was made by Commissioner Bird, seconded by <br />Commissioner Lyons, to direct the consultants to proceed <br />with the 11ransportation Disadvantaged Study based on the <br />present level of transportation provided by the various <br />agencies and the idea that any additional transportation in <br />three or four years will be based on the availability of <br />state or federal funds. <br />MAY 19 1982 .79 <br />133 <br />
