MAY 9 X98 X676 <br />LANDFILL - REDESIGN <br />The Board discussed the following memorandum dated May <br />12, 1982 from Mr. Greene: <br />The honorable Members of May 12f 1982 rIL.=: - <br />t e Board cs County Co=lissioners 4 <br />SUBJECT: Addendum to basic agreement <br />with Post, Buckley, Schuh & <br />Jbrnigan, Inc. <br />Re:. Landfill Redesign <br />FROM: --._ REFERENCES:' <br />David L. Greene <br />Assistant County Administrator <br />DESCRIPTION AND CONDITIONS <br />Enclosed please find proposed addendum to the basic agreement for <br />professional services whereby, Post, Buckley, Schuh and Jernigan, <br />Inc. would continue to serve as -the County's solid waste consulting <br />engineering firm. The purpose of the proposed.addendum is to pro- <br />vide the necessary engineering services to submit the application <br />package for renewal of the County's Sanitary Landfill permit #SO <br />31-4556 for a Class 1 Sanitary Landfill. 'The County's present <br />Landfill permit expires in August of this year._ <br />Staff has had several meetings with representatives of Post, Buckley, <br />Schuh and Jernigan with regard to the proposal. At the present time <br />Fost, Buckley, Schuh and Jernigan has indicated willingness to <br />perform the necessary work in order to obtain a new operating permit <br />for the County's Landfill for a total fee not to exceed $18,300.00. <br />ALTERNATIVES AND ANALYSIS <br />Alternative #1 - Accept the enclosed proposed addendum. <br />Alternative #2 - Seek additional proposals in accordance <br />with the Competitive Consultant Negotiations Act. <br />The prime advantage of Alternative #1 is that Post, Buckley, -Schuh <br />and Jernigan have been the County's Landfill consultants from the <br />beginning of the project and are familiar with the day-to-day <br />operations of the Landfill. Thus it is likely that it would be <br />less expensive for them to perform the required work than to locate <br />another firm. <br />The prime advantage of Alternative #2 the bidding for additional <br />proposals regarding the preparation of the necessary documents <br />in order to obtain a new Landfill Operating Permit would be that <br />we could negotiate with other firms and perhaps obtain a more <br />competitive quote. , <br />RECOMMENDATIONS <br />It is recommended that the Board approve of the proposed addendum <br />to the basic agreement between the County and Post, Buckley, Schuh <br />and Jernigan. Thereby authorizing them to proceed with the -Landfill <br />Redesign project. Monies I�_ t'�e <br />taken from account 7#411-00�- � <br />
