The Board of County Commissioners recessed at 12:20 <br />o'clock P.M. for lunch and reconvened at 1:35 o'clock P.M. <br />with all _.members present. Deputy Clerk Virginia Hargreaves <br />took over from Deputy Clerk Janice Caldwell for the <br />remainder of the meeting. <br />CONTINUATION OF PUBLIC HEARING ON SANITATION SERVICE <br />FRANCHISES (Assignment and Modification) <br />Chairman Scurlock felt the Board had gone through the <br />entire document but noted that the attorneys representing <br />Rural Sanitation and Waste Management might wish to make <br />further comment. <br />Attorney Jackson reported that his client, Rural <br />Sanitation, has been operating on the beach exclusively for <br />many years, providing this service even when it was not <br />Profitable to do so. Inview of past history and in the <br />interests of economy of service, they would like to request <br />an exclusive right to service the property east of the <br />Indian River as they have been doing for years. <br />Attorney Bergerson stated that, in his opinion, neither <br />Waste Management nor the County has the right to carve up <br />the county and grant exclusive pockets here and there, and <br />Waste Management would be very much against that. He noted <br />the Board is already into the question of regulating rates <br />and eliminating competition, and this would be a further <br />step in that direction. <br />Robert -Fryer, President of Rural Sanitation, informed <br />the Board that the beach is the only area in the county that <br />is dense enough to make it profitable for picking up <br />residential; also, there are no dumping stations in this <br />area. He'confirmed that he picks up probably 99% on the <br />beach and has done so for 19 years, even though it was <br />unprofitable for perhaps 13 years until the area built up. <br />Commissioner Bird asked if Mr. Fryer did not feel that <br />
