JUN <br />Unit Usage <br />Water <br />Sewer <br />TOTAL <br />8000 Gallons Per Month <br />20.15 <br />24.25 <br />$44.40/month <br />10,000 Gallons Per Month <br />23.75 <br />28.75 <br />$52.50/month <br />Note that the fixed usage rate of $1.80 per thousand gallons of <br />water and $2.25 per thousand gallons of sewage are believed to be a <br />bit of a deterrent to wasting water; i.e. it helps promote conser- <br />vation. <br />Oversight of staff in preparing all the Board's information package <br />may not be a proper reason to postpone the public hearing. It is <br />proper to consider postponing the public hearing if the procedures <br />have not been rigorously followed. <br />Recommendation <br />Because of the cloud caused by the advertisement requirements, the <br />staff recommends allowing the developer to present his position, <br />and then use this opportunity to schedule the public hearing at a <br />future meeting, say July 7, 1982, 1:30 P.M. This would enable the <br />advertisement to be properly performed. Other advantages may be <br />that negotiations for the North Beach Water Company may proceed to <br />the point where the Florida Land Company will not want to be in the <br />water business for their own franchise. <br />The Attorney for Florida Land Company, William <br />Sundstrom, informed the Board that legal notice was <br />published in the Press Journal as follows and he has the <br />proof of publication in affidavit form: <br />i BEFORE THE BOARD <br />k OF COUNTY COMMISSIONERS <br />34 OF INDIAN RIVER. COUNTY, <br />FLORIDA <br />NOTICE OF PUBLIC HEARING <br />The Board of County Commissioners will j <br />hold a Public Hearing on June 2, 1982, at 1:30 <br />P.M. at the County Commissioners Chambers <br />at 1840 2Sth Street, Vera Beach, Florida, for the <br />purpose of considering the request of <br />the River <br />[tend Utility Company for a water and sewer <br />franchise. <br />The property which will be covered by the <br />franchise area is a parcel of ground consisting <br />of approximately 84 acres, the northern <br />boundary of which is approximately 1/4 mile <br />south of the Wabasso causeway. Said property <br />is also bounded on the west by the Indian River <br />and on the East by the Atlantic Ocean.. May 17, <br />1982. q <br />Question arose about placement of the ad, and Chairman <br />Scurlock stated that he had discussed this with the Utility <br />Department and apparently normal procedure has not been <br />followed.
