4 <br />Dale Crosby, Vice President of Florida Land Company, <br />stated for the record that Florida Land Company since <br />February has taken the lead on the proposition for an <br />overall North Beach water system; everything they have done <br />in dealing with water supply for the North Beach area has <br />been geared toward a common North Beach utility company, and <br />a lot of time, money and energy has been spent to see that <br />this comes to fruition. Mr. Crosby detailed what they have <br />been through, including selecting engineers for design of <br />the water plant, and stated they are now at the point where <br />they are ready to contract to drill a well which will be <br />situated half -on Florida Land Company property and half on <br />Sea Oaks property. He pointed out that if this well were <br />just for Florida Land Company, it not only would be in a <br />different location, but it would be half the size; and <br />before drilling this well, they would like to have some <br />assurance that North Beach Water Company will be approved by <br />the Board. Mr. Crosby informed the Board that he has a <br />letter from Attorney Caldwell stating that Sea Oaksisfully <br />in support of North Beach Water Company as is Florida Land <br />Company, and these two companies by themselves represent 800 <br />of the development interests on the North Beach. The <br />"roll-over" provision they are proposing suggests that the <br />North Beach Water Company franchise would be granted within <br />30 days and ties it together so that River Bend is obligated <br />to be part of the North Beach Water Company. <br />Commissioner Fletcher had questions about the proposed <br />well, and Gerald Chancellor, Utilities Manager of Florida <br />Land Company, informed the Board that they have a <br />consumptive use permit from St. John's River Water <br />Management District, and they are planning to put down a 16" <br />well to a total depth of 800 to 900 feet into the Floridan <br />aquifer.
