Fr'_ -1 <br />JUN 21982 BOOK 49 PA' GF 905 <br />divestment would be a terrible risk hanging on circumstances <br />over which they have no control. <br />Lengthy conversation ensued re the inadvisability of <br />having a number of small plants, and the fact that the - <br />Commission has to answer others who may want franchises the <br />same as River Bend. <br />The possibility of River Bend agreeing to a franchise <br />where they would commit themselves to service the other <br />developers in the North Beach area, should the North Beach <br />Water Company not be successful for any reason, was <br />suggested, and Attorney Sundstrom stated that they would <br />agree to this. <br />Commissioner Wodtke brought up the point that many very <br />important items, such as source of water, prevention of <br />excessive use, etc., are addressed in the draft of the North <br />Beach franchise that are not included in the River Bend <br />franchise. <br />Gerald Chancellor informed the Board that they will use <br />the Floridan aquifer; potable water will not be used for <br />irrigation; and conservation methods will be employed, such <br />as low -flush toilets, which are now mandated, salt resistant <br />facilities, etc., and Attorney Sundstrom noted that the <br />North Beach document by its very nature is a far more <br />complicated document while the River Bend franchise was <br />drafted with the specific intent that it would cease to <br />exist upon granting of the other document. He pointed out <br />that they have tried to cooperate in every way to tighten up <br />the River Bend -franchise and requested that the Commission <br />not send them back for another rewrite. <br />Commissioner Bird stated that he personally did not <br />have any problem with the spirit or intent,of what we are <br />trying to accomplish and why Florida Land wants the interim <br />franchise, but felt it would be less confusing if the new <br />verbiage were incorporated in the proposed River Bend <br />
