Brandenburg REFERENCES: <br />County Attorney <br />The County Commission.previously received a recommendation from the <br />Parks and Recreation Committee which contained a proposed park and <br />recreation ordinance. The County Commission referred the draft to <br />this office for review and modifications. Attached to this memor- <br />andum you will find a revised draft together with comments on the <br />draft by Bill Cook, Park Supervisor, and Alfred E. MacAdam III, <br />Councilman, Member of Indian River Parks and Recreation Committee. <br />My responses to the respective comments are as follows; <br />BILL COOK'S COMMENTS <br />SECTION 4. RULES AND REGULATIONS <br />A. RULES Page 3 11 <br />The rules are to be adopted by resolution according to the process <br />laid out in the ordinance. The ordinance provides that certain <br />traffic controls are considered regulations. The County may also <br />want to adopt rules with respect to certain aspects of traffic <br />control. The closing hours of each park will be set by resolution. <br />After the hours are set by resolution and posted at the entrance, a <br />violation is covered by Section 19 "TRESPASS". I would recommend <br />that the language remain as written. <br />SECTION 4. RULES AND REGULATIONS <br />y <br />B.9. MEETING Page 5 <br />The number of individuals to trigger the permit requirement is a <br />totally discretionary matter to be set by the County Commission. <br />However, it should be noted that -a pickup softball game or football <br />game with family and friends would probably exceed the 25 person <br />number suggested. Requiring such activities to be permitted might <br />prove to be burdensome. This is especially true in light of the <br />fact that many of the parks do not have full time supervision <br />requiring such individuals to come to the main park headquarters to <br />obtain such a permit. <br />M7 <br />
