J U L 71982 ok "F326 <br />This Long Range Planning Committee ha81 meticulously spent <br />hours investigating the facts relative to.deVeloping a recommendation <br />to the Board of Trustees which will be clearly in the best interest <br />of the patients and the taxpayers. Upon receipt of this recommendat_oa <br />the duly elected members of the Hospital Board of Trustees will <br />be faced with making the ultimate decision, should changes in tl^e <br />situation be warranted. <br />I assure ycu that both this Committee, whose many meetings <br />have been open to the public, and the Board Of Trustees are well <br />aware of their responsibilities as directed by the Articles of <br />Declaration and Bylaws which created the speC':al district. I further <br />assure you, as Chairman, that adequate public hearings will be <br />conducted by the Board of Trustees before thc!y make their decis-ion <br />as to the future direction of the hospital. <br />Sine <br />RFB:br OBERT <br />BvL <br />ARD <br />Chairman <br />Hospital Board of Trustees <br />Chairman Scurlock asked if, as a group, ACT has <br />appeared before the Hospital Board and asked for a public <br />hearing and a referendum. <br />Mr. Seramur replied that the Hospital Board has stated <br />they will have a public hearing, but their Board room is too <br />small, and ACT felt a public hearing should be held in a <br />much larger place. They did not expect the County <br />Commission to conduct the hearing but they would like the <br />County Commission to place the question of the Hospital on a <br />referendum on the ballot since the people own the hospital. <br />Chairman Scurlock commented that one alternative for <br />having a referendum is to ask the Hospital Board to place it <br />on the ballot, and he wished to know if there is another <br />procedure involving a petition with a certain number of <br />signatures. <br />Attorney Brandenburg stated that the County Commission <br />is given the authority to place straw ballots. He did not <br />believe the Hospital District has that authority though they <br />could ask the Commission to place the matter on the ballot. <br />There is no mandatory petition he knew of that would require <br />the Commission to place this on the ballot. <br />
