Chairman Scurlock expressed concern about signing the <br />letter as drafted, which was forwarded by the Corps and just <br />arrived yesterday. <br />Commissioner Wodtke noted that it is a new request for <br />a statement of support of the Indian River County project. <br />He pointed out that this letter is a letter of intent and <br />not a contractual obligation, and it will serve to keep this <br />project moving up to where if we want to sign a contract, we <br />will know what our obligation would be. <br />Commissioner Fletcher felt this letter expresses the <br />county's intent to cost -share, and argument ensued as to the <br />intent of the letter and whether this is just aimed at <br />pumping sand on the beach and only that. <br />Commissioner Lyons commented that it must be the <br />taxpayer's decision whether or not to pump sand on the <br />beaches, and one of the ways to go on to a referendum is to <br />keep this project moving on. There is no sense having a <br />referendum about something that is not going to be. <br />Chairman Scurlock had a problem with saying that 'ewe <br />continue to strongly support" this project. He stated that <br />he would not support this as an individual, but if a <br />referendum directed him to do so, that would be a different <br />matter. He noted that other alternatives presented for <br />beach restoration were eliminated from the plan. <br />Commissioner Lyons stated that he would not personally <br />plan to support pumping sand on the beaches, but he felt the <br />Resolution places us in a position to make a decision on the <br />future of our coastline. <br />Commissioner Wodtke addressed the concern that the ad <br />valorem taxpayer would have to pay for this project and <br />pointed out that we have not yet addressed how this would be <br />paid for. He believed the manner of funding is the key to <br />whether the program will be acceptable or not, and there are <br />different ways to accomplish this funding.
