Hardin, Jr., Ph.D. <br />Acting County Administrator <br />. <br />FROM: eorge i ner, <br />Utilities Manager <br />DESCRIPTION AND CONDITIONS <br />Application for Franchise <br />SUBJECT: for North Beach Water Company, <br />Public Hearing of 7/7/82 <br />REFERENCES: <br />t <br />The North Beach Water Company consists of_a cooperative venture of <br />several developers to form a "unified" water franchise instead of indepen- <br />dent and isolated franchises. This arrangement was discussed at a time <br />that several franchises were proceeding in parallel paths - to`avoid <br />the possibility of numerous expensive package plants for water production. <br />Early in the discussions it was obvious that objectives for the water <br />systems had much in common and the cooperative arrangement, though <br />difficult, is feasible. These points are that: <br />1) Water availability shall be from deep wells and reverse osmosis <br />treatment. <br />2) Every effort will be used to promote conservation and hold down costs <br />of system size. This includes use of individual residence or unit <br />meters, irrigation preferably from wastewater effluent, fixtures <br />that save on water use, and discouragement for use of large meters. <br />3) All the associated developers should be able to benefit by "economy <br />of scale" in sharing the proportional cost of the cooperative plant. <br />The principal participants of the North Beach Water Company and their <br />respective projects are: <br />Developer <br />Subidivision <br />Baytree Limited Baytree <br />Florida Land Company River Bend <br />Robert Cairns Surf & Racquet Club <br />Florida Community Land Development Co. Sea Oaks Hotel/Sea Oaks Condo <br />Planning work for the North Beach Water Company had been parallel <br />with the efforts of the Florida Land Company; a company which is somewhat <br />ahead in schedule of the other developers. There have been numerous <br />meetings and amendments to the plans and agreements of the North Beach <br />Water Company. In each case, the response has been in harmony with the <br />desires of the County. <br />The fact that the North Beach! Water Company is a group of developers <br />is instrumental in several unusual conditions being worked out to provide for <br />the developers needs as well as known existing subdivisions including <br />service to Summerplace and Wabasso Park. <br />
