He suggested <br />that the parent companies should be involved in this matter. <br />Dr. Charles Holt, resident of Orchid Island, was <br />concerned that no consideration was given to the people in <br />Wabasso and Orchid Island, who are going to be severely <br />impacted by this action. He felt that the franchisee should <br />not have the use of the water in the pipeline from Wabasso <br />to Johns Island. <br />Warren Bellman, Summerplace, expressed to the Board <br />that he was very much in favor of the franchise. <br />Edward Tangora, <br />Summerplace, <br />inquired about <br />the time <br />frame and when they <br />would be ready <br />for connection <br />into the <br />water system. <br />Attorney Henderson responded that the plan was <br />currently in the design stage and it would be late in 1983 <br />before the plan was completed. He advised the residents in <br />Summerplace to organize in the meantime, and then their <br />organization could negotiate with the developers for <br />connection to the system, depending on the availability of <br />the capacity. <br />Lillian Reiner, Frangipani Drive, expressed interest in <br />getting water at her residence. <br />Paul Swenson, Summerplace, wondered if the new <br />franchise would affect the shallow wells in Summerplace. <br />Dr. Seaburn advised that there would be no effect on <br />the shallow aquifer because of the Hawthorne Barrier <br />confining it. <br />Discussion followed about a connection fee and it was <br />determined that the engineering has not been done nor have <br />the number of customers been determined; therefore, that <br />figure would have to be calculated later. It was also <br />determined that connection to the system was not compulsory. <br />
