Mr. Frazee informed the Board that they <br />have a very sizeable packet of letters regarding this <br />particular permit; it was not being taken lightly by the <br />staff. He commented that the process allows a terrific <br />amount of public comment. <br />MOTION was made by Commissioner Bird, SECONDED <br />by Commissioner Wodtke, that the Board adopt <br />Resolution 82-59 approving the North Beach Water <br />Company Franchise. <br />Commissioner Lyons felt the franchise was a fine <br />document. They are putting in a franchise before knowing <br />about the water supply; however, he felt this was the proper <br />vehicle to bring the problem to a conclusion and as he saw <br />it, the St. Johns District will determine if there is enough <br />water for this to be done. Commissioner Lyons stated that <br />he planned to vote in favor. <br />Commissioner Fletcher noted that he planned to vote <br />negatively. He stated he knew traditionally, that the Board <br />had granted a lot of things before knowing the end result. <br />Commissioner Fletcher added that the resource availability <br />is not known or the impact it is going to have on the <br />existing users. He felt another pollution source was being <br />created. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
