Licensee may assign this Agreement to Indian River <br />County (or a taxing unit thereof) without the consent of the <br />Licensor. Licensee's rights hereunder are otherwise assignable <br />only with the prior written consent of the Licensor, which <br />consent will not be unreasonably withheld. <br />6.
