5) If and when the utility is bought by the County, the maintenance <br />escrow fund will be vested with the County. <br />6) There is a provision for a fine to be imposed by the Board for utility <br />faults or deficiencies not corrected after a hearing for the problem. <br />7) The inspection fee of $20.00 per unit will apply during construction <br />of the utility system for services the County will perform. <br />If the North Beach Water Company is approved prior to.River Bend, <br />then much of the information of River Bend's franchise resolution dealing <br />with the water system becomes moot. River Bend's franchise will apply <br />only as a sewage system franchise in this event because of the so-called <br />"roll-over" clause; Section XXII. <br />Service rates are set up as a different base rate for water and <br />sewer service and usage rates as shown on the attached table (Exhibit <br />A) of the application franchise. <br />Examples of typical usage bills follow for a 5/8 X 3/4 meter: t <br />Unit Usage 8000 Gallons Per Month 10,000 Gallons per Month <br />Water 20.15 23.75 <br />Sewer 24.25 28.75 <br />TOTAL $44.40/month $52.50/month <br />Note that the fixed usage rate of $1.80 per thousand gallons of <br />water and $2.25 per thousand gallons of sewage are believed to be a <br />bit of -a deterrent to wasting water; i.e. it helps promote conservation. <br />RECOMMENDATION AND FUNDING <br />- It is recommended that River Bend Franchise be approved - subject <br />to consideration of North Beach Water Company. <br />Attorney Brandenburg reported that the proposed <br />Resolution is similar to the one considered this morning. <br />He drew the Board's attention to the provision in Section <br />XXII which states that if the North Beach Water Company <br />franchise is granted prior to this franchise, then this <br />franchise will be applicable only to sewer systems and <br />service. He commented that if this franchise is approved, <br />Florida Land will submit a clean draft which deletes all <br />reference to a water system and that is what he would <br />recommend. Mr. Brandenburg informed the -Board that the <br />proposed franchise is satisfactory from a legal standpoint <br />and he could recommend approval. <br />Commissioner Fletcher asked if the proposed system will <br />have an overflow vent to the Indian River and if there is <br />JUL 71982 40 50.
