J U L 13 1992 <br />0 <br />to then cut off development at a point and say, "no more development <br />can occur, once the road is beyond level of service C," there is <br />no safety threat created at that point. Attorney Brandenburg <br />stated you would have to have a safety threat creating an actual <br />unsafe condition on the roadway, in order to put a halt to develop- <br />ment that is significantly impacting that roadway. He noted this <br />as a basis for developing recommendation of level of service "D" as <br />opposed to "C". . <br />Air. Challacombe asked to draw the Board's attention to <br />Page 48 where they do have a design criteria in the Transportation <br />Element. He then read the design criteria for two-way highways,at <br />level "C". He stated this was what the County would strive for. <br />Mr. Challacombe said in order to continue the continuity <br />of the draft, on Page 6 they would place "Urban Service Areas" section <br />above the line listing Priorities 1980-1990. <br />Page 17, Special Policies for Nodal Area, to read: <br />#6. He noted he and Mr. Walker can give reasonable and logical (opti- <br />mum) land uses within a node pattern without having to restrain them- <br />selves to 25% deviation limit, using this addition to Page 17. <br />added #8. <br />Mr. Challacombe noted under Special Policies, they had <br />Chairman Eggert asked if he felt this would solve that <br />problem and Mr. Challacombe stated it gives the intent they were <br />looking for; they may have to do some updating on the wording. <br />The Board approved the changes. <br />Page 20, Oslo Road Mixed Use District - Chairman Eggert <br />asked Mr. Challacombe if this was the end of the Land Use minutes and <br />he answered it was. She then asked if anyone would like to speak <br />on anything other than the land use and Mr. Frank Zorc approached <br />the Board. <br />Mr. Zorc told the Board he had put in his request for <br />consideration for a modification of the Land Use Element on a small <br />one acre parcel., immediately adjacent to C-1 Commercial at the point <br />of 7th Avenue and 12th Street (near the Vero Mall). It was his desire <br />to include his property in the C-1 Commercial District. <br />Mr. Gary Wheeler, 1700 14th Avenue, Vero Beach was the <br />next speaker to address the Board.
