Planning Manager Challacombe stated that considerable <br />work had been done with the CLUP since adoption of the Land <br />Use Element and the Map on January 6, 1982; final drafts <br />were put together of all the other elements in the CLUP. A <br />public hearing was held on March 15, 1982 by the Planning & <br />Zoning Commission and various changes were proposed and <br />included in the draft plan. Also, they have received <br />letters from the public requesting various amendments, as <br />well as comments from the Treasure Coast Regional Planning <br />Council and the Department of Veteran & Community Affairs. <br />There was an objection by the Department of Veteran & <br />Community Affairs to the Transition Policy on Page 18 of the <br />CLUP, which staff turned over to the Attorney. <br />Attorney Brandenburg explained that their objection to <br />the Transition Policy was moot at this point. It was his <br />opinion that the Transition Policy be left as it was <br />written. He then explained Florida Statute, Section <br />163.3164 concerning this matter. <br />Mr. Challacombe interjected that the Department of <br />Veteran & Community Affairs also objected to certain wording <br />in the Housing Element. After approval of this wording by <br />the Planning & Zoning Commission, it was included in the <br />CLUP. He continued that when the Treasure Coast Regional <br />Planning Council and the State look at each plan, they do so <br />in terms of an urban community, and do not take the <br />individual characteristics of the community.
