ALTERNATIVES AND ANALYSIS <br />The length of roadway known as 4th Place is approximately 1300' lying <br />between Old Dixie Highway and US Highway 1. The majority of the traffic <br />using this connection originates from or is directed to '4th Street, approx- <br />imately 300' to the South. The County has a 70' wide right-of-way east of <br />Old -Dixie Highway which lines up with 4th Street west of Old Dixie, however, <br />this portion is closed east of the FEC for a short 150' length. <br />RECOMMATIONS AND FUNDING <br />To avoid the present off -set configuration between US 1 and Old Dixie <br />Highway along the 4th Street (Citrus Road) and 4th Place right of ways and to <br />conform with the County's Thoroughfare Plan, and to provide a future link to <br />a southerly extension of Indian River Boulevard, it. is recommended that the <br />County begin the process of abandoning the 4th Place Crossing and open a new <br />crossing at 4th Street. <br />The approximate cost is estimated to be $40,000. existing right of way is <br />adequate. Funding shall come from the Road and Bridge Division's budgeted <br />funds. <br />Public Works Director Davis emphasized that 4th Place <br />is not the proper location for a crossing in this area and <br />that it should be shifted south a couple hundred feet to fit <br />in with our Thoroughfare Plan. He commented that we would <br />probably want to improve a short section of the road, and <br />the estimated cost of $40,000 would be for everything. He <br />noted that $15,000 will be spent in any event if they <br />improve the 4th Place crossing. <br />Commissioner Lyons agreed that 4th Place is a very bad <br />place for such a crossing and believed this is a great <br />opportunity to -get away from it. <br />Commissioner Bird noted that this would be a dirt road <br />- the $40,000 would not give us a paved road and a railroad <br />crossing. <br />Mr. Davis agreed, but noted that it is a very short <br />section of road. <br />ON MOTION by Commissioner Fletcher, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />authorized staff to begin the process of <br />abandoning the 4th Place Railroad Crossing <br />and opening a new crossing at 4th Street. <br />30 <br />JUL 14 1982 <br />ROOK <br />50 FACE 7O <br />
