r <br />JUL 141992 R90K '50 ph -LI -r. 493 <br />.R_ e <br />Mr. Schuler felt that such an ad would be a big help, <br />and complimented Board Secretary Mrs. Forlani and her staff <br />for their help in advising him on procedures to contact the <br />Board. <br />Commissioner Lyons stated that he was happy to see this <br />interest being displayed, and felt it is too bad that more <br />people don't understand that the County government and City <br />government try their hardest to be of help to the citizens. <br />He felt the best way the public can help is to keep totally <br />informed. <br />REPORT ON FINANCE ADVISORY COMMITTEE <br />Chairman Scurlock stated that there is.still one <br />vacancy on the Finance Advisory Committee and requested that <br />the Board solicit more resumes. He also asked that the <br />A.A.R.P. look for a candidate to serve on this committee. <br />The Chairman then brought up the need for a fiscal advisor <br />for the County, who has professional expertise and who is in <br />close touch with daily market activities, and stated that <br />the Finance Advisory Committee would like direction from the <br />Board as to whether they should start soliciting proposals; <br />they do not want to proceed unless the Board is interested <br />in contracting for services in this area. <br />Commissioner Fletcher had no problem with them inviting <br />people to make presentations, but had a problem with hiring <br />a fiscal consulting firm to advise the advising committee. <br />Considerable discussion followed, and it was noted that <br />the kind of advice being talked about is not needed for <br />normal day-to-day financial activities, but for when we get <br />into the complexities of how to approach bond issues. <br />Community Services Director Thomas pointed out that <br />1/4% on a large bond issue can involve millions of dollars; <br />therefore, top-notch current advice on new procedures and <br />the best route to go on the market is of major importance, <br />and this requires a professional just the same as it <br />48 <br />
