J U L 211982 50 PA-bE 68 <br />and other related costs, such as office furniture and <br />equipment, etc. Commissioner Bird expressed the hope that <br />we can today reach a decision as to who will be the <br />Provider. <br />Planner Janis Johnson believed that Commissioner Bird <br />has about covered everything that has to be said and the <br />memo gives the legislative history. The completed plan done <br />by Kimley-Horn will be formally presented to the Board on <br />August 4th. Ms. Johnson reported that the workshops have <br />been long, but productive and staff feels that the second <br />alternative would be the most effective, i.e., to name the <br />Council on Aging as Provider and provide them with some <br />funding. They have a lot of experience in this area; they <br />have phone lines; and the person would be there and <br />administratively responsible to them. Ms. Johnson <br />emphasized that one reason it is critical that some money be <br />provided up front is that all these agencies are funded <br />through grants which are already budgeted for a year ahead. <br />She felt it will take some time for this program to show <br />dollar savings, but believed that it will be a good program <br />over the long haul. <br />Discussion ensued on the possibility of the agencies, <br />which are presently providing this transportation, pooling <br />some of the funds they have in their budgets for <br />administration with the Council on Aging so that the County <br />does not have to front the money. <br />Ms. Johnson and Community Development Director King <br />explained that these agencies' grants are limited as to what <br />they can spend on administration of their programs, and they <br />did not feel sufficient funds could be obtained in this way. <br />Mr. King informed the Board that their funding is set up so <br />they are reimbursed on a unit cost basis, and they will not <br />have funds to carry the administration until some savings <br />are derived. <br />That is why they need the money the first <br />- =6 <br />
