J U L 211982�QK 50 r 684 <br />Discussion continued re the projection that it will <br />take four years to show savings and as to the actual <br />mechanisms of the program and who has control. <br />Ms. Cochran stated that the job of the Coordinator - <br />Provider is to.make sure the transportation is provided in <br />the most cost effective way possible. They cannot charge <br />either more or less than a specified rate. The <br />administrative costs are recouped by passing the expenses of <br />administration along to the agencies, but they must get <br />started up first. <br />Lengthy discussion continued, and Ms. Cochran noted <br />that those required to coordinate are only those agencies <br />which receive state or federal funds. <br />Commissioner Wodtke felt this type of program should <br />come about if and when the County sees a need for it, and <br />then the administration cost should be addressed. He did <br />not want to put up $15,000 of the taxpayer's money and get <br />it locked into a situation over which we have no control. <br />Arlene Fletcher of the Council on Aging understood the <br />Board's concern about start-up money, but emphasized that <br />the lack of interest shown by Martin County immediately <br />resulted in the areawide agency losing out on a grant for <br />two new vehicles at a cost of $35,000-$40,000. Mrs. <br />Fletcher noted that if Indian River County doesn't go along <br />with the Transportation Disadvantaged Program, our local <br />Council on Aging also may lose $23,000 in grant funds with <br />which they hope to buy a new van. Ms. Fletcher informed the <br />Board that one way they were hoping to make this program <br />cost effective would be by being allowed to tie in with the <br />County gas system and possibly obtain reduced rates on <br />insurance and maintenance. She felt in years to come they <br />would be able to include this administrative cost in their <br />budget and recoup it from the federal government so that <br />they could either return it to the County or ask for less in <br />- =8 <br />
