Gutherie, Tenants in Common. <br />Subject Property: Lots 21, 22, and <br />23, 24, Block 4, Sebastian Grove S/D, <br />PB. 5, page 85 <br />REFERENCES: <br />This is in response to a Release of Easement request by Mr. Bernard Braz <br />and Mr. H.E. Gutherie, Tenants in Common, owners of subject property. <br />It is recommended that the data herein presented b.e given formal consideration <br />by the Board of.Co.unty:Commissioners. <br />DESCRIPTION AND CONDITIONS: <br />The County has been petitioned by Mr. Bernard Braz and Mr. H. E. Gutherie, <br />Tenants in Common, to release the common side lot 3 foot easements of lots <br />21, 22, and Lots 22, 23, also Lots 23, 24 and the North side lot 3 foot <br />easement of Lot 21; also the South side lot 3 foot easement of Lot 24, Block <br />4, Sebastian Grove Estates. <br />The request has been reviewed by Southern Bell, Florida Power and Light, <br />Florida Cablevision and the Utility and Right -Of -Way Departments. The Zoning <br />staff analysis, which includes a site visit, showed that drainage would not be <br />adequately handled by the existing front and rear swales. <br />ALTERNATIVES AND ANALYSIS: <br />Upon site inspection of the subject property by Mrs. Betty Davis, Zoning <br />Inspector, this staff has made a concurring opinion with that of the R. 0. W. <br />Department. We feel that the North side lot 3 foot easement of Lot 21, and <br />the South side lot 3 foot easement of Lot 24, Block 4, Sebastian Grove Estates, <br />--should be retained to promote adequate drainage of the area. This would allow <br />the four adjacent lots to be developed as one parcel, while retaining the <br />Southernmost and Northernmost 3 foot side lot easements for drainage and utility <br />purposes. <br />'However, this Division realizes that after review and due consideration, that <br />the Honorable Board of County Commissioners has the authority to grant an <br />alternate decision. <br />J U L 211982 <br />15 <br />Ems' <br />��'flK 0 <br />
