Scurlock, Jr. <br />=tat July— 1, 1982. <br />DESCRIPTION AND CONDITIONS <br />The Florida DNR Division of Beaches and Shores is preparing the Erosion <br />Control Program budget for FY 1983/84 and 1984/85. Public Works projects and <br />studies relating to beach erosion control, beach preservation, and hurricane <br />protection are eligible for State funding consideration under Section 161.091, <br />Florida Statutes. The County Staff has received the application forms which <br />must be completed along with a resolution for each application. The due date <br />is August 15, 1982. <br />ALTERNATIVES AND ANALYSIS <br />The County can submit one or more applications under the program. The Beach <br />Restoration project is eligible for up to 75% State Funding, depending on <br />Federal participation. Other projects eligible include constructing Dune <br />overwalks, revegetation, dune construction, etc. <br />The following alternatives are presented: <br />Alternative No. 1 <br />Authorize applying for State Funding for the Beach Restoration Project. <br />Approval of project is before Congress and depending on funding, may begin <br />in 1983. <br />In the past, the County has compensated Arthur V. Strock and Assoc., Inc.., <br />Consulting Engineers specializing in Beach Restoration and erosior. control,for <br />completing such an application. In a telephone conversation with Tom Campbell <br />of Strock and Assoc. on July 8, 1982, Mr Campbell stated that his firm would <br />prepare an application for a not -to -exceed cost of $500. each. Since this is <br />a specialized field, the County Engineering Division could not complete the <br />application for less than this amount. <br />Also, the County could authorize the same firm to submit a second application <br />for dune crossovers and other miscellaneous localized projects. The cost would <br />not exceed $500. for this second application. <br />Alternative No. 2 <br />Submit an application only for the Beach Renourishment Program. Request <br />Arthur V. Strock and Assoc. , Inc., to prepare the application for a not to <br />exceed cost of $500. <br />RECONItT DATIONS AND FUNDING <br />It is recommended that a motion be made authorizing the County Staff to <br />implement Alternative No.l whereby the County will compensate Arthur V. Strock. <br />and Assoc., Inc., $500. each for two applications under the DNR Erosion Control <br />Program for FY 83/84 and FY 84/85. One application shall be for funding the <br />Beach Restoration Project and the second application shall be for miscellaneous <br />erosion control measures such as dune crossovers, etc. <br />Funding in the amount of $1000. to come from the Department of Public Works <br />Account No. 004-243-519-33.19, Other Professional Services, unencumbered Balance <br />as of June 30, 1982 is $17,639. <br />
