V. REM�IIMENDAT- ION <br />It is hereby requested that the Lard Use District of <br />ROSYAVE�N be charged from LD -1 to LD -2. If this char e <br />is approved, it is my intention to immediately initiate <br />a petition to change the existing zoning from -R-3 (fifteen <br />units per acre) to R -2A (four units per acre). <br />Respectfully, <br />G t, <br />Frank DeJoia, 0,wmerR07E HAVEN. <br />Mr. DeJoia reviewed the above statement, emphasizing <br />that there are 75' wide lots with mobile homes on them <br />coming right up to his property and immediately across the <br />right-of-way is a huge area covering half of Roseland, which <br />is designated MD -1 and allows 8 units per acre. He believed <br />this boundary is arbitrary, and pointed out that there is no <br />LD -2 in this area to make a transition from MD -1 to LD -1. <br />In view of his present R-3 zoning and the existing <br />development in the area, Mr. DeJoia felt that what he is <br />asking for is not only reasonable, but would improve the <br />area. <br />Commissioner Fletcher asked if Mr. DeJoia had presented <br />this to the Roseland Property Owners Association, and Mr. <br />DeJoia stated that he reviewed this project on the site with <br />David Lapham, president pf the Roseland Property Owners <br />Association. Mr. Lapham did not raise any objections and <br />did not feel it violated the plan; he did not call a meeting <br />of the Association. <br />Planning Manager Challacombe reported that staff <br />visited the area and verified the inventory supplied by Mr. <br />DeJoia, which listed 9 homes, 131 mobile homes, 23 vacant <br />lots, 3 duplex areas and a church in this vicinity.
