Board agreed that Mrs. Robinson could speak at this <br />time. <br />Mrs. Robinson of 3008 Nassau Drive, wished the Board to <br />consider an open space density designation such as the City <br />of Vero Beach already has, i.e., P-1 for public open space - <br />golf courses, parks, etc., and P-2 for semi public open <br />space - private golf courses and things of that nature. She <br />stated that the Planning &'Zoning_ -Commission was unanimously <br />in favor of this, and she believed it would be helpful in <br />showing where the open space is located and in protecting <br />Mr. Challacombe did feel such a classification would <br />afford some protection and tend to prevent government from <br />selling off lands that could be used for parks. He stated <br />that he had intended to discuss this in conjunction with the <br />Recreation Element of the Plan. <br />Discussion ensued about this applying to environmental <br />areas also, and Commissioner Lyons felt we may be confusing <br />land use and zoning. <br />Mr. Challacombe agreed that is possible and also <br />believed this needs further research by the Attorney since <br />there may be tax ramifications. <br />It was generally agreed that Mrs. Robinson had raised a <br />good point, but that it needed further research and should <br />be considered as a possible next step at some time in the <br />future. <br />Mrs. Robinson next requested that the Board once again <br />give consideration to making the eastern part of the area <br />north of Barber Avenue LD -1 instead of MD -1. She emphasized <br />that this area is flood prone; it is in the 100 year flood <br />zone; and it has no access to roads. Mrs. Robinson felt <br />that an MD -1 designation indicates an area is suitable for <br />affordable housing and stated that if the Board is going to <br />encourage people to live in the 100 year flood zone, the <br />3 <br />
