bear upon the needs, necessities or consideration requiring <br />such change. <br />Section i. EXISTING AGREEMENTS, PRACTICES AND PROCEDURES. <br />The County recognizes that certain developers have in the <br />past and for the present are installing, at no cost and expense <br />to the County, water distribution and sewage collection <br />facilities as well as the on-site water distribution and sewage <br />collection facilities. The County also recognizes that it has <br />entered into certain agreements with other Developers, and <br />Franchise Areas whereby those Developers funded the construction <br />of water treatment and sewer treatment facilities, which agree- <br />ments provide for these fundings in lieu of any contributions <br />in aid of construction or capacity charges. The County does <br />hereby declare that nothing in this Ordinance shal abrogate, <br />obviate, or avoid the present policies or those agreements. <br />Section 8. SEVERABILITY. <br />If any section, subsection, sentence, clause, phrase <br />or portion of this Ordinance is for any reason held invalid or <br />unconstitutional by any court of competent jurisdiction, such <br />portion shall be deemed a separate, distinct and independent <br />provision and such holding shall not affect the validity of <br />the remaining portions thereof. <br />Section 9.
