(b) Street drainage shall be by grassed swales or curb <br />and gutter in accordance with County specifications, provided all <br />curb and gutter systems shall discharge or direct water into or <br />across a grassed swale area or other filtering medium. Whenever <br />practical, as indicated by soil characteristics, water table <br />elevation, and topography, the overflow from any swale used shall <br />be diverted to percolation areas, ponding areas or natural or <br />artificial seepage basins of sufficient capacity to retain and <br />provide for the maximum infiltration of stormwater runoff from <br />each drainage area for the design storm. Each percolation or <br />retention area shall include positive drainage facilities which <br />provide for drainage to public outfalls or a lake, or water <br />course, to handle the runoff from storms of longer duration and <br />severity. Except in those development projects where temporary <br />ponding is allowable pursuant to Section 7 (A) (13) each <br />percolation or retention area shall include positive drainage <br />facilities which provide for drainage to public outfalls or a <br />lake, or water course, to handle the runoff from storms of longer <br />.-duration and severity. The area surrounding these retention or <br />detention basins is recommended to be used as public or private <br />open space and shall be grassed. <br />(c) The Soil Survey of Indian River County, Florida, <br />published by the U. S. Department of Agriculture, as made <br />available, shall be the document to determine soil classification <br />in this ordinance. <br />(9) Material Specifications for Culverts and Storm <br />Sewers. The following pipe materials are acceptable: <br />(a) Reinforced concrete pipe; bituminous coated, <br />corrugated steel pipe; aluminum pipe;,and aluminum pipe arch; and <br />bituminous coated structural plate steel pipe; and bituminous <br />coated steel pipe arch. PVC pipe shall be acceptable only for <br />installations in a privately maintained system and only if of <br />appropriate wall thickness for the intended use. <br />(b) Workmanship and pipe materials shall conform to DOT <br />Standard Specifications, latest edition. <br />(c) only concrete and aluminum pipes shall be used <br />-12- <br />
