SECTION 7. B. Stormwater Management and Flood <br />Protection Permit (Type B). <br />When a development project is determined to be within a <br />Flood Hazard Zone according to the procedure set forth in Section <br />7 A (19) (a -f), a Type B Permit shall be required and the project <br />shall be reviewed under the criteria of Section 7 (A) and must <br />meet the following additional criteria; <br />(1) An equal volume of storage capacity must be created <br />for any volume of the regulatory flood that would be displaced by <br />fill or structures. <br />(2) The velocity of the regulatory flood must not be <br />adversely altered on any watercourse. <br />(3) All structures, including buried storage tanks, <br />must be anchored as necessary to resist flotation, lateral forces <br />and the impact of floating debris. <br />(4) No development will be allowed that poses a <br />significant threat of releasing harmful quantities of pollutants <br />to surface waters or groundwaters during flooding. <br />(5) The Flood Protection Elevation shall be set for <br />each project at the elevation of the regulatory flood plus one <br />foot. In Coastal High Hazard Zones, the Flood Protection <br />Elevation shall be established with consideration given to <br />wind -drive wave action. <br />(6) Residential buildings must have the lowest floor <br />elevated to the Flood Protection Elevation for that site. <br />(7) Industrial, commercial or other non-residential <br />buildings must have the lowest floor elevated to the Flood <br />Protection Elevation or be flood -proofed as follows: <br />(a) A Florida registered Professional Engineer <br />or Architect must certify that the building has been designed and <br />constructed so that below the Flood Protection Elevation, the <br />structure and attendant utility facilities are watertight and <br />capable of resisting the effects of the regulatory flood. The <br />design must take into account; flood velocities, duration, rate of <br />rise, hydrostatic and hydrodynamic forces, the effect of buoyancy, <br />and impacts from debris. <br />-16- <br />
