flood elevation, but in no case shall a road be constructed at an <br />elevation below five feet above sea level. All roads shall be <br />designed to maintain drainage flow beneath the road bed so that <br />equalization may occur. <br />(13) If the development project is in a Critical Flood <br />Zone, it must be demonstrated, in addition to compliance with <br />Paragraphs 1 through 12, that: <br />(a) The elevation or velocity of the regulatory <br />flood will not be increased as a result of any obstruction or <br />displacement of flood waters. <br />(b) There is no significant threat of releasing <br />quantities of pollutants which have the effect of degrading water <br />quality below standards established in Florida Administrative Code <br />Chapter 17-3, as amended from time to time, to surface or <br />groundwater during the regulatory flood. <br />(c) The capacity of the Critical Flood Zone to <br />store and convey surface waters or perform other significant water <br />management functions will not be impaired. <br />(14) If the development project is in a Coastal High <br />Hazard Zone, it must be demonstrated, in addition to compliance <br />with Paragraphs 1 through 13, that: <br />(a) All buildings or structures shall be elevated <br />so that the lowest horizontal supporting member is located no <br />lower than the Flood Protection Elevation, with all space below <br />the lowest horizontal supporting member open so as not to impede <br />the flow of water. Such space shall not be used for human <br />habitation nor enclosed in the future. Lattice work or decorative <br />screening may be constructed below the flood protection elevation <br />provided it is not part of the structural support of the building <br />and is designed so as to breakaway, under abnormally high tides or <br />wave action, without damage to the structural integrity of the <br />building. Solid walls will not be allowed. Only wood or mesh <br />screening may be used. <br />(b) Pilings or columns used as structural supports <br />are designed and anchored to withstand all applied loads of the <br />regulatory flood including velocity flow and hurricane wave wash. <br />
