MICROCOMPUTER SUBGRANT <br />The Board discussed the following memorandum dated <br />July 15, 1982: <br />TO: The Honorable Members of the <br />Board of County\ Commissioners <br />THRU: Dr. C.B. Hard Jr. PhD <br />Acting Count -nistrator <br />DATE: July 15, 1982 FILE: <br />SUBJECT: Microcomputer Subgrant - Traffic Engineer- <br />ing Division <br />0�f <br />FROM: James W. Davis, P.E. REFERENCES: <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />The Traffic Engineering Division requests approval to apply for a subgrant <br />through the State Bureau of Highway Safety to purchase a microcomputer. This <br />equipment will be useful in establishing and maintaining a readily accessible <br />traffic data base (accidents, sign and signal inventories) and in computing <br />traffic engineering studies using software available from other counties in the <br />State and from the University of Florida. <br />ALTERNATIVES <br />A. Approve staff's request to file for remaining FY81-82 subgrant funds from the <br />Bureau of Highway,Safety, or if not available, anticipated FY82-83 funds. <br />This alternative will involve the -following: <br />1. Indian River County will not be required to expend any funds for the <br />purchase of the microcomputer and accessory equipment; <br />2. The County will be required to: <br />a. Bid, order, and purchase equipment on a reimbursable basis; <br />b. Create a county -wide central traffic accident file and reporting <br />system, by requiring all enforcement agencies to submit accident <br />reports, through action of the Board -of County Commissioners; <br />c. Maintain all equipment; <br />d. Permit staff to attend instructional opportunities provided by the <br />Bureau and microcomputer user group meetings through the Florida <br />Section Institute of Transportation Engineers; and <br />e. Submit quarterly progress reports to the Bureau for one year after <br />equipment purchase. <br />3. Authorize the Chairman of the Board of County Commissioners to sign for <br />acceptance of the subgrant (page 8 of the attached application). <br />B. Deny staff's request to pursue application for the microcomputer subgrant. <br />RECONAE MATION <br />Alternative A is recommended to implement a continuing project utilizing a <br />microcomputer to enhance staff's ability to compile, analyze, and maintain <br />traffic inventories. With available software, traffic engineering analyses <br />can be prepared more effectively and efficiently. <br />50 <br />AUG 4 19 34 sQ_� <br />
