In <br />the process of installing the new lift station, it was decided by the con- <br />tractor that it is too difficult (if not impossible) to jack and <br />bore the gravity main because of conflict with -other utilities such as <br />the lift station, Vero Beach water main, and telephone cables. <br />Permission and regulations for open cut were obtained from Florida DOT <br />to make the open cut. This comprises traffic control, backfill <br />densities, and repaving to.DOT specification. <br />These negotiations, meetings, discussions, and permits have taken some <br />time. The contractor has requested an extension of 7 days to the <br />contract for the delays in obtaining the commission approval for this <br />change order. - <br />ALTERNATIVES AND ANALYSIS: <br />The choice of an alternative is moot since the open cut installation of <br />pipe is the alternative. Normally, to jack and bore cost more than <br />open cut for pipe installation. In*this case, it is felt that the <br />regulations .of DOT will result in negligible savings. <br />This contract work has much that remains to be done by the completion. <br />date of August 30, 1982. The commission meeting of September 1, 1982, <br />at which this change is requested for approval is after the presently <br />contracted completion date. Therefore, it is appropriate that a <br />- - scheduYed extension -be granted for completion of the open cut work. <br />RECOMMENDED AND FUNDING: <br />A figure was negotiated with Bain Underground, Inc. for time and <br />materials not to exceed $3,500.00. This is the figure used for the bid <br />to jack and bore under AIA. Therefore, there will be no additional <br />cost to the county resulting from this change order. <br />It is recommended that the commission approve Change Order No. 7 on a <br />time and material basis not to exceed $3,500.00 This change order <br />should be accompanied by a,one week extension of the contract. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bird, the Board unanimously <br />accepted the recommendation of staff to <br />approve Change Order No.. 7, not to exceed <br />$3,500. <br />v" I�"„.�147 <br />t� <br />
