Paull REFERENCES: <br />Assistant County Attorney <br />The attached proposed amendments to Ordinance 79-27, governing the <br />issuance of concealed weapons licenses have been placed on the <br />agenda for first reading. If satisfactory, it is requested that <br />this ordinance be scheduled for second reading and a public hear- <br />ing. The amendments are intended to accomplish the following <br />purposes: <br />1. To delete the requirement that any firearms safety and.handling <br />course designated by the Board meet the stringent requirements <br />of the State's Class "G" investigator's license course. You <br />will recall that the course designated in the past was <br />determined to fall short of meeting the Class "G" requirements <br />stated in"the ordinance. The Sheriff's Office will be upgrad- <br />ing the present course to an appropriate level, including a <br />proficiency requirement for satisfactory completion and an <br />enrollment fee to offset the cost of conducting the course. An <br />outline of the proposed course is included and will be <br />presented in final resolution format in advance of the public <br />hearing on the ordinance amendments. <br />2. The amendments clarify the application review procedure and <br />provide an applicant with a chance for redress in the event of <br />a denial or revocation by appealing to the Board for a full <br />hearing. <br />3. The proposed amendments also address the necessity to search <br />available state and federal records through fingerprint card <br />examinations to determine whether applicants are eligible for a <br />permit. In the past, a strictly local investigation had been <br />conducted. <br />Once the Board has scheduled'a public hearing on the amendments, <br />this office will prepare resolutions required by the ordinance <br />which designate a revised application form, application fees, and <br />the upgraded firearms safety and handling course to be provided by <br />the Sheriff's Office. It is.contemplated that in addition to an <br />application fee covering review of the application and background <br />examination, there will be a course enrollment fee which shall be <br />payable directly to the Sheriff's Office at the time -an applicant <br />enrolls in the course. <br />Respectfully submitted, <br />Christopher J.
