SEP 15 1992 <br />PROBLEM <br />Prior to fiscal year 1982, Indian River County has.not had the services of full-time <br />personnel with necessary expertise to address it's many traffic related problems. <br />Due to the absence of these services and the increasing growth in population and <br />vehicular traffic, our traffic problems have been compounding over the years, <br />thus creating a tremendous backlog of necessary improvements. <br />SOLUTION: <br />Indian River County proposes to continue the services of a'full-time traffic <br />engineering technician in order to provide the technical expertise necessary <br />to more effectively address the day to day problems associated with traffic <br />on our roadways. <br />Since the City of Vero Beach is the hub of Indian River County, with heavily <br />traveled county maintained roads traversing the city, many of the traffic <br />problems are of mutual concern. The traffic engineering technician, under <br />the direction of the Public Works Director/County Engineer, will work in <br />close concert with the city in impacting these problems. <br />OBJECTIVE <br />To provide for the continuing services of a traffic engineering technician through <br />September 30 ,1983. <br />TASKS <br />1. Provide for traffic engineering capabilities <br />2. Conduct traffic control devices inventory <br />3. Identify and analyze high hazard accident locations <br />4. Update traffic studies including traffic counts, speed <br />zoning and signal timings <br />S. Identify roadway improvement needs including paving, <br />intersections and corridor extensions or widening <br />6. Coordinate activities with the City of Vero Beach and <br />Florida Department of Transportation, when appropriate <br />EVALUATION <br />Evaluation will be administrative based on the accomplishment of the stated <br />tasks and the performance indicators listed on the progress report form. <br />Progress reports will be submitted to the Bureau of Highway Safety, Quarterly. <br />A final report will be submitted at the close of the project period. <br />2 <br />_ _ -14 <br />
