L� <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Wodtke to award Bid #133 to Mike Hunter, Inc., <br />of Tampa, Fla., as recommended. <br />Purchasing Manager Carolyn Goodrich informed that Board <br />that she would like to pull Items #7 and #9 off this Bid; <br />these items can be purchased locally. <br />Commissioner Lyons stated that he would amend his <br />Motion to include removal of Items #7 and #9. <br />Commissioner Wodtke asked if there is a possible error <br />on Item #11 which seems to be quite out of line. <br />Discussion ensued on checking this figure, and Acting <br />General Services Director Lynn Williams commented that are <br />simply awarding for low bidder and are not specifying any <br />quantities or issuing purchase orders. <br />Chairman Scurlock noted that a bid is a bid and we are <br />locking into one company. <br />Administrator Wright explained that we are not saying <br />we are going to buy everything from this one company - what <br />we are saying is that, if we do buy from them, this is the <br />price for the year. <br />Commissioner Lyons withdrew his Motion. <br />Much discussion followed about the annual bid process <br />and the possibility that some of these items may not be <br />purchased during the year. <br />Commissioner Fletcher suggested stockpiling items we <br />use frequently during the year, and Public Works Director <br />Davis stated that is exactly what they do - they estimate at <br />the beginning of the year and go out and buy at the prices <br />set by the annual bids. This enables them to deal with an <br />emergency situation without having to go through the long <br />bidding process each time. <br />Commissioner Bird pointed out that when we accept these <br />bids, we know we are not going to have to pay any more, but <br />we are going to hope to find a better price. <br />43 <br />SEP 1.5 1982 <br />51 PA400 <br />I <br />
