Livestock: Shall be construed to mean horses, muA-s, ca-ttFe, <br />sFeep goats, swine and other grazing animals. <br />Nonresident or temporary resident: Any owner of an animal <br />reg- - - ---apter do=" ot reside within Indian <br />River County for longe_r__th-an four (41—months out of -any <br />given year. <br />Owner: Any person, partnership, or corporation owning, <br />keeping-, or harbortng._o_ne or more__animaIs, including any <br />custodian or other person in charge of an animal. An animal <br />shall be deemed to be harbored if it is fed or sheltered for <br />five (5) consecutive days or more. <br />Public Nuisance Animal: <br />1 : Anyan i+ma-I wh i -ch : <br />a. Attacks passersby or passing vehicles without <br />provocation; <br />b. Attacks other animals; <br />C. Is repeatedly at large or not under restraint; <br />d. Damages private or public property; <br />e. arms, whines, or howls in an excessive, <br />continuous fashion so as to disturb adjacent <br />residents; or <br />such as overturning garbage cans, defecating, <br />digging holes on other than its owner's property, <br />or such other acts as are generally regarded to <br />create an annoyance. <br />Restraint: An animal shall be considered under restraint <br />only if it is: <br />1. Within the real property boundaries of its owner, or of <br />any other person with the express permission of that <br />person, or <br />2.
