INDIAN RIVER COUNTY, FLORIDA <br />INTER - OFFICE MEMORANDUM <br />max. 5.1 r�buE- ` <br />TO: The Honorable Members of DATE: September 22, 1982 FILE: <br />the Board of County Commissioners <br />SUBJECT: Alterations of Welfare <br />Building <br />FROM: REFERENCES: <br />Lynn Williams <br />Acting Gener ervices Director <br />Attached is material originally distributed for the September <br />15, 1982 meeting of the Board of County Commission. Staff <br />was directed at that time to secure further cost estimates <br />for all necessary requirements which.must be met for zoning <br />and building code compliance. <br />Staff met with Walter Young, City of Vero Beach Planning and <br />Zoning Director, on September 16, 1982 to discuss requirements <br />for additional parking at the Welfare Building. A plot plan <br />of the building site shows insufficient grounds on site to <br />establish additional parking areas. Mr. Young stated normal <br />parking space for office buildings are required one (1) per <br />100 square feet of building area. This would be the minimum <br />number to show substanial compliance with the Code. If we were <br />to include the Health Department parking area within the Welfare <br />Building site we would be required to up grade the Health Depart- <br />ment parking spaces to meet code requirements as well. In <br />essence the City Planning staff would oppose site plan approval <br />which would be required for a change of use of the Building. <br />Alternative "A" <br />The County could apply for a variance, however it is possible <br />the City's staff position would not change and a delay of six <br />to eight weeks may be required before a variance hearing would <br />be held due to advertising and scheduling requirements. <br />The Board of Adjustments meets the third (3rd) Monday of each <br />month. A request for a variance hearing would be made at one <br />meeting and generally granted for the next months meeting. A site <br />plan drawing must be submitted with the location of the building <br />noted. Mr. Young stated a binding agreement with the VFW for use <br />of their parking area may be considered with our site plan (off- <br />site parking) . <br />A formal request to the Veterans of Foreign Wars (VFW)Board <br />of Directors for an agreement to reserve a portion of their <br />parking area for court use will be required. This agreement <br />must be binding for the duration of the Judges occupancy and <br />may be helpful in securing a variance from the Board of Adjustment. <br />The variance charge would be sixty (60) dollars. <br />76 <br />
