3.2 <br />SOURCE SELECTION AND CONTRACT FORMATION <br />(CONTINUED WITHDRAWAL OF BIDS) <br />3.3 AWARD <br />A. <br />B. Bid Amendments After Opening. After bid <br />opening, vendors shall not be allowed to <br />withdraw a bid in less than sixty days, or <br />a specific time period stated in the <br />Invitation for Bid. <br />C. The Bid Bond. Will guarantee that the <br />bidder will not withdraw from the <br />competition after the opening of the bid. <br />Failure to do so will forfeiture of Bid <br />Bond as liquidated damages. <br />5. Determination of Responsiveness and <br />Responsibility. <br />The determination of -a non -responsible or <br />non-responsive bidder and the permitting of <br />withdrawals or corrections of Bids, in <br />accordance with the directives of these <br />policies, shall be the duty and responsibility <br />of the Purchasing Manager. The Purchasing <br />Manager may only recommend award or cause award <br />to be made to the responsive and responsible <br />offeror of the best evaluated offer:K11--- <br />determinations of responsiveness, <br />responsibility or allowance for a change in or <br />withdrawal of a Bid shall be made in writing <br />and contained in the purchase order file. <br />Board of Countv Commissioners Authoritv. A <br />bid shall be awarded with reasonable promptness by <br />written notice to the lowest responsible and <br />responsive bidder whose bid meets the requirements <br />and award criteria set forth in the Invitation for <br />Bids. All awards shall be awarded by the Board of <br />County Commissioner. The Board of County <br />Commissioners authority is empowered to waive <br />technicalities and irregularities and to reject any <br />and all bids, or portion of thereof. After award <br />is made, the Purchasing Manager will issue a <br />purchase order for price quoted in original bid. <br />B. Tie Bids. If two or more bidders are tied, the <br />Board of County Commissioners will decide the <br />successful bidder.
