OCT 61982 <br />Chairman Scurlock noted that Thelma Fitzgerald, our <br />newly appointed representative to District IX Mental Health <br />Board has recommended that the Commission approve this <br />request. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, to endorse <br />the Mental Health Center Psychiatric Hospital <br />Project as requested in Mr. Ashcraft's letter <br />dated September 13, 1982. <br />Commissioner Fletcher asked if we are endorsing the <br />concept or the certificate of need or both, and Commissioner <br />Lyons believed it would be both. <br />Discussion ensued as to funding and whether this would <br />cost the county taxpayers any dollars. Mr. Ashcraft stated <br />that there is no way this could occur. The financing would <br />be industrial revenue bonds. St. Lucie County has agreed to <br />issue the bonds, if they obtain the certificate of need. It <br />is to be a totally self-supporting project., <br />Commissioner Fletcher noted that it is self-supporting <br />in that it is non --profit and currently operating on funds <br />from four counties. <br />Mr. Ashcraft then talked about the complications of <br />setting up this subsidiary and stated that reason it is <br />complicated is that the State Auditors have been concerned <br />about other agencies in the state not fully disclosing how <br />they operate and, in effect, hiding money from the state. <br />They are advising how to proceed. There is no problem as <br />long as there are clearly identified audit trails. <br />Commissioner Fletcher stated that his problem is they <br />don't know which way they are going to go - whether for <br />profit or non-profit. <br />56 <br />
