Mgr. <br />DIVISION HEAD CONCURRENCE: <br />Z <br />� <br />/ ,X� � Z10 <br />atric Bruce ing, I <br />FROM: Janis Johns f <br />a <br />Staff Planner <br />DATE: Sept. 29, 1.982 FILE: <br />INSTALLATION OF MAILBOX <br />SUBJECT: FACILITIES <br />REFERENCES: <br />It is requested that the information provided herein be given <br />- formal consideration. <br />DESCRIPTION AND CONDITIONS: <br />Mr. John Stinson, representing the U.S. Postal Service, contacted <br />the staff concerning the installation of mailbox facilities. <br />- - - - - The Postal -Service- is- discontinuing-it-s--door--to-d-000r-d.elivery_. <br />All deliveries will be made to one of the following: <br />1) Individual mailboxes <br />2) Cluster mailboxes. <br />3) Horizontal mailboxes. <br />located along the street. <br />On August 26, 1982, staff presented the attached procedures and <br />review criteria to the Planning and Zoning Commission. At that <br />meeting, it was agreed that staff would process these requests <br />administratively, without formal approval of the Planning and <br />Zoning Commission. <br />These administrative procedures were necessary because under the <br />present Zoning Ordinance the concrete slab which forms the base <br />of the mailbox facilities is considered a structure. Section 2. <br />Definitions states: <br />"Structure: Anything constructed ..or ei a_cted -. the use of <br />which requires,.more or less-; permanent location on the <br />ground or attached to something having a permanent location <br />on the ground and shall include tents, lunch wagons, dining <br />cars, camp cars or, other structures on wheels or other sup- <br />ports and used for business, industrial or living purposes." <br />Based -on that definition, a building permit and accompaning zoning <br />permit are required. <br />The staff now requests all proposed development projects under <br />review to make provision for mail delivery, either through the <br />Cluster, the Horizontal facilities, or Individual curbside boxes. <br />Mr. Stinson has been most cooperative in complying with location <br />criteria specified in Item 2 of the Administrative Procedures. <br />OCT 6 198212 <br />
