To study and develop a space needs program, inmate population <br />projects and site requirements, based on input from county <br />agencies and citizen's committee, for a new jail, in conjunc- <br />tion with a conceptual master plan of the entire property chosen <br />and possible future development of additional judicial services. <br />Service shall include inmate population studies, programs for <br />each component building that may be required, along with master <br />planning, schematic design, cost estimates, and development of <br />a facility maintenance manual and user's manual for management <br />purposes. <br />2. To ptovide design, construction documents and specifications, <br />cost estimates and services through bidding and construction <br />observation. <br />3. To incorporate the following documents, goals, statements and <br />policies set forth herein in the planning process: <br />a) Indian River County Criminal Justice System and County <br />Jail Mission Statement as approved by the Public Safety <br />Committee and the Board of County Commissioners. <br />b) Indian River County Criminal Justice Complex Goals and <br />Jail Goals. <br />c) All recommendations presently received from County Agencies, <br />Judges, individuals, etc. having an interest in the Jail and <br />Criminal Justice Facilities.
