f i <br />OCT <br />6 1982 <br />PROCLAMATION <br />PROCLAMATION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, RECOGNIZING THE <br />HEROIC EFFORTS OF MR. TOMMY UBANKS. <br />WHEREAS, on Saturday, September 18, 1982, a near tragedy <br />befell the Hank and Carole Gauthier family of Palm Bay, Florida, <br />as their eight month old son, Lucien Henry Gauthier, accidentally <br />tumbled into a family swimming pool, rendering him unconscious and <br />without visible signs of life; and <br />WHEREAS, following a series of relayed calls for emer- <br />gency assistance, Sebastian resident and Florida Power & Light <br />employee Tommy Ubanks happened to arrive at the scene along with a <br />neighbor who had been contacted for help; and <br />WHEREAS, having a working understanding of the princi- <br />ples of cardiopulmonary resuscitation (CPR), Tommy Ubanks <br />courageously and without loss of hope administered the lifesaving <br />technique to the child until renewed signs of life appeared; and <br />WHEREAS, as a result of this heroic and timely response, <br />medical personnel agree that Lucien"Gauthier is alive and well <br />today, and is another living beneficiary of CPR training; and <br />WHEREAS, is it altogether fitting and proper for the <br />citizens of Indian River County to commend this act of responsi- <br />bilty and compassion for one's fellow person. <br />NOW, THEREFORE, BE IT PROCLAIMED THAT THE BOARD OF <br />COUNTY COMMISSIONERS hereby recognizes and commends Mr. Tommy <br />Ubanks for his courageous efforts in saving the life of young <br />Lucien Gauthier and be it further proclaimed that the Board <br />acknowledges the invaluable benefits of CPR education within <br />Indian River County and encourages its continuation. <br />ATTEST: <br />By `P.i..aj/LZk/ <br />FREDA WRIGHT, Cl' k <br />APPROVED TO FORM <br />AND LE OF ICIE : <br />By <br />CHRIXOPHBR J.
