FUTURE LAND -USE -ELEMENT <br />-- POLICY 1A:—Pubic services -and facilities shall be designed <br />withc��pac ties sufficient to meet levels of service <br />established in this plan, support the needs of the projected <br />population�t a ntens'ty o —future development as <br />identified on the --Future Land -Use-Map <br />POLICY 2.9: The expansion -of public services and facilities <br />shall be based on the areas environmental suita-b-iiity for <br />urban izati-on; enc sting and—future—land uses—and the <br />availability of-other__serv-ices and facilities-. <br />POLICY 2,10: General future public facility site an <br />corridor -locations shall be ident-ified in currents <br />undeveloped areas to provide for needs of future <br />development while minimizing disturbance to existing <br />development. <br />tiOIrIC-2.-U.--Ind-i-an-ltiver County shall coordinate with the <br />Florida Department of Transportation to define the needed <br />right-of-way for proposed roadway improvements, extensions or <br />new corridorsand sha-1 establish -mechanisms -far right-of-way <br />aqii-is-ition and protecti-on-, as identified -in- the Traffic <br />Circulation Element of this plan. <br />POLICY 2.12c—I-n-dian River County shai-1 implement a pregram <br />to locate -and--acquire property�-for the--services—and <br />facilities identified in the Traffic Circulation, <br />Infrastructure, Recreation/Open Space and other elements of <br />POLICY 2.13: Indian River County shall provide the following <br />services based on the following criteria: <br />ire & Emergency Services <br />Stations shall be located to enable a response time of 6 <br />minutes based on a 30 m.p.h. speed and a 3 mile service <br />radius within urban service areas— Access shall be on <br />roadways of sufficient capacity to adequately <br />accommodate delivery of emergency services. <br />Branch .libraries shall generally be located no closer <br />than 5 miles -from existing- Libraries . ibrary -size-and <br />locations shallhebased on service- population and <br />demand.
