SANIR SUB -ELEMENT <br />GOAL, OBJECTIVES AND POLICIES <br />GOAL <br />It is the goal of Indian River County to have an efficient system <br />of sanitary sewer disposal to prevent degradation of existing <br />resource s,promote orderly growth within the county service area, <br />and to meet existing and projected demands. <br />OBJECTIVE 1 Service Concurrent with Development <br />By 1991, the county will have adopted land development regulations <br />--- requiring sanitary sewer service to be provided concurrent with <br />development. <br />POLICY 1.1: New development within the unincorporated <br />portion of the Ind an Cody shall be approved only <br />when capa"ty-iw� railable to provide needed sanitary sewer <br />' <br />service. <br />POLICY 1.2: All authorities within the county service area <br />operating sanitary sewer facilities -shall monitor €ae33 it -y <br />demands and capacity information as development orders are <br />granted and shall continually advise the county of the <br />remaining capacity and changes in demand. <br />POLICY 1-3---The-level of service standards for the -count - ' s <br />sanitary sewer facilities of 250 gallons per day (GPD), per <br />equivalent residential unit (ERU), based on county ordinance <br />84-18, with a peak monthly flow factor of 1.25 are hereby <br />adopted and shall be utilized for determining the availabil- <br />ity .of -facility capacity and the demand generated by a <br />development. <br />POLICY 1.4: The county shall develop procedures to update. <br />facility demand and capacity information as development <br />orders or permits are issued. <br />POLICY 1,5: The Utilities Department shall prepare annual <br />summaries of capacity and demand information for each facili- <br />ty within the county service area. <br />POLICY 1.6: The county shall continue to allow the use of <br />septic tanks in rural areas for single family units and for <br />small retail establishments utilizing for --domestic <br />waste disposal only, where approved by regulatory agencies <br />consistent with the attached water and wastewater connection <br />matrix (Table 3.A.16). <br />OBv ECTkVii--r.
